Re-launch steam and try starting the game!
The problem possibly stemmed from not having Microsoft Visual C++ 2015 installed, I've added it to be installed by steam before launching if it isn't installed yet.
Please let me know if this fixes your issues so I can pass it on to other devs with the same problem!
Edit: If it still doesn't work consider checking your windows updates and installing any ones you don't have yet?
