Some changes to early game economy and department transfers!

CHANGELOG:

New additions:

• Added a new button for scope templates.

Changes:

• Increased the pool of Character names.
• Balance adjustments to recruitment and salaries.
• Improved scope mechanics. (Patients should now be referred at the end of each task rather than having to complete a Patient Consultation.)

Bugfixes:

• Fixed multiple bugs causing patients to not be referred to a new department.
• Fixed an issue with the deconstruction icon.
• Fixed an issue regarding the department wall color.
• Fixed an issue with the "Prescription: Morphine" task.
