Reorganized the Building Menu. Also added place window, delete zone, delete room.
Reorganized the Auto Zone Menu. Created / added icons for both placement options, and added demolish zone icons

Fixed not being able extend road if selection did not start at the edge of the road
Prevent delete sound from playing when deleting room but no room is deleted

Utility pole and water pipe placement can now start on source connection point on federal property
