Fixed hexside between 1522 and 1622 and achievement triggering on recording

The hexside between 1522 and 1622 did not have a railroad in all cases, now fixed.
The achievement "Moving On Rails" could be erroneously triggered when watching a recording playback, where the player who did the recording triggered the achievement.
