There are 2 phrases:
PHASE 1: Registration, Theme Reveal, Games Submissions
April 16th - 23th : Create your Games, Submit them. (Week Long GameJam)
April 24th: Shortlist of games qualifying for the testing phase, & voting
April 30th: Announce winners moving to Phase 2
PHASE 2: Testing and Publishing Phase
May 1st - May 7th: Test launch shortlisted games
May 8th Winners Announced and Prizes Given

You are allowed to use pre-made assets as long as you have the right to use them! e.g Bought on the Asset Store
