We’re excited to bring you a new update with some great features, to improve your gameplay experience. Here’s a detailed list of what’s new in this latest update:
In-Game Admin Enhancements: As a game-master in New Citizen, you now have a range of enhanced abilities. You can teleport to key areas of the map using the !tp "location" chat command and spawn any item or vehicle at your location via the spawn menu. The available teleport locations are: "southern town," "hospital," "city hall," "garage," "trailer park," "police hq," "fire station," and "prison." Additionally, game-masters can delete any item or vehicle through the game-master menu. We've also made minor improvements, such as displaying the player list with player names instead of just player codes, making the game-master menu easier to use.
Important Note: When deleting an item or vehicle, please make sure you are standing very close to it. The delete radius has been minimized to prevent the accidental removal of nearby items. For server owners who are uncertain about granting themselves game-master privileges or editing player data, we’ve put together a brief tutorial that covers the essentials.
Police Interaction Enhancements: This update introduces several enhancements to the police role. Police players now have access to tasers, which are still a work in progress and can only be spawned by a game-master. While we hadn't originally planned to release this update just yet, we decided to roll out some new content early as a token of appreciation for the community’s patience during the recent server issues, which have now been resolved.
Police can now handcuff players without requiring them to be in a surrendered state, which removes the consent roleplay element and grants police players greater authority. They also have the ability to escort and un-escort players who are handcuffed. These interactions are still being refined and have potential for further improvement.

New Cars: Fresh additions to your vehicle collection We're excited to bring you a significant update featuring a variety of new vehicles with superior quality and detailed interiors. This update increases our total vehicle count to 29, including those you can purchase from the dealership, player-owned vehicles, work-related vehicles, and AI-driven cars on the roads. The new additions range from old, rusty cars to high-end sports and luxury vehicles. In addition to the new vehicles, we've overhauled the AI traffic system. More roads have been added for AI traffic, resulting in a denser traffic experience in major areas of the map. You can now control the amount of AI traffic on the server through the in-game Admin menu and adjust the tick-rate of the vehicles to optimize performance when necessary. Leveling and Skill System: Persistent leveling and skill system to track your progress. Players now have access to a persistent level/skill system via the inventory menu. While this system is currently in its early stages, it's already fully integrated with new jobs like mining and garbage truck driving. In the future, this leveling system will extend to other jobs such as police, paramedic, and firefighter, creating a persistent rank system. You can open the inventory, hover over your levels, and see how much more XP you need to reach the next level for each specific skill. For example, when mining rocks, every ore you complete mining gives you XP towards improving your level for that specific ore. To mine richer ores like gold, you'll need to reach a minimum mining level. Players must start with simpler ores and progress, creating a progression system where you need to grind your levels before mining rich ores and making major profits.
Garage System: Manage your vehicles and economy efficiently. We're excited to announce a major addition to New Citizen: a fully functional garage system! Civilians can no longer obtain vehicles for free; you now need to purchase them from the dealership and use the garage system to store them. The garage system is persistent, allowing you to build and manage a collection of vehicles you own. To maintain network optimization, each player can only have one vehicle out at a time, with the exception of work vehicles. To return your vehicles, visit a vehicle return point, which can be found on your in-game map. Garage locations are also marked on the map, making it easy to manage your vehicle collection.
View Distance Optimization: Better performance with optimized view distances. We've made significant improvements to the cull-distance and draw distance settings by grouping many parts of our map into grouped objects and instanced meshes to optimize draw calls. This update provides a substantial performance boost, allowing lower-end computers to minimize their draw distance and experience improved performance.
Player Injury System: Blood trails and injured animation state. When you take damage, you will now start bleeding and leave behind blood droplets until you recover. Additionally, you will walk and move in an injured state for a while, making it difficult to do much for a few seconds after being hit.
New Jobs: Become a garbage truck driver or a semi-truck driver with new job roles.
Visual Radio: Handheld radios for better communication. We've added a new feature where your character will now play an animation of talking on a radio or walkie-talkie when you speak. This animation is an overlay, allowing you to walk around while speaking on the radio. It's also replicated, so other players can see when you're talking on the radio. This small yet important addition enhances the immersive experience and helps clarify whether a player is talking to you or on the radio when standing nearby.
Faction Selection: Choose your faction, get police guides, and select your spawn points. A major change has occurred in the way the game is played for civilians, sheriffs, and paramedics. Previously, everyone started as a civilian and had to visit the sheriff or fire station, take an in-game exam, and go on duty to change their job. While this system was interesting, many players found the exam questions too difficult, creating an unnecessary step that slowed down gameplay. Now, when you load into the game, you'll be prompted with a faction selection screen where you can choose which faction you want to play as. Following that, you'll see a spawn point selection screen, allowing you to spawn at the police station, hospital, fire station, and other locations. We've temporarily removed the cinematic loading sequence to develop a better one, as the previous video didn't meet our expectations. When you select the law enforcement faction, you'll be shown the sheriff's guide, which you can read before starting the game or skip if you prefer. Additionally, both the fire rescue and sheriff factions will require you to submit your call sign before selecting your spawn point. This streamlines the process and enhances the overall gaming experience.
New Areas: Explore newly added regions in the southern town. The town down south has received significant enhancements! We’ve added more residential zoning to the area and expanded the town, allowing players to purchase new homes. Additionally, we’ve introduced a motel, a general store, a hardware store, and more in the southern part of the map.
New Fire Station: A new facility for our firefighting heroes. The old fire station has been replaced with a new and improved facility! We received numerous complaints about the previous station's European/Australian theme, so we replaced it with one that better matches the aesthetic of a small American town.
New Characters: A brand new set of characters. Previously, we were using MetaHumans for our in-game character models. While these characters are visually impressive, their complex rigs and advanced materials made them unsuitable for our gameplay needs. They are better suited for cinematics and cutscenes in the game. This update brings a major change as we have transitioned to a new set of characters that are perfectly optimized for our game. We've noticed a significant boost in performance, both in terms of FPS and networking. The previous setup involved live retargeting MetaHumans to the ALS character, which resulted in a noticeable movement delay on each client's screen. Now, our characters move smoothly, providing a much better gameplay experience overall.
New character Uniforms/clothing: A brand new set of clothing and uniforms We’re excited to introduce new uniforms for all our jobs, including the sheriff’s officer uniform, paramedic uniform, miner gear, truck driver uniform, and much more! The new clothing and character pack we’re using offers a wide range of options for creating unique clothing items in the future. This modular format will also facilitate player customization when we implement that feature later on.
Pedestrian AI Crowds: More realistic pedestrian behaviour and crowds. A major goal of ours has been to make our environment feel more alive. While we already have AI traffic that drives around and follows road rules, we lacked pedestrian AI to populate the streets, which is essential for creating a more immersive experience. We are excited to announce that we’ve integrated Unreal Engine 5's Mass AI into New Citizen! Currently, the pedestrian AI does not serve an interactable purpose, but this is just the first step as we optimize and fine-tune them for more advanced AI mechanics in the future. Our long-term goal is to enable players to stop and engage in conversations with these AI characters. Additionally, if you’re playing as a police officer, we plan to introduce extra interaction points, such as requesting ID from pedestrians and more.
Optimized Networking Code: Achieved smoother online gameplay with reduced lag.
Optimized Gameplay FPS: Enhanced frame rates for a better visual experience.
Visual Lag Improvements: Removed the outdated retargeting system to minimize visual lag for other players.
HUD Enhancements: Added a ping display and server player count for better visibility.
Respawn Mechanic: Changed the respawn system from a button press to a timer-based approach.
UI Improvements: Revamped the UI for a crisper and smoother experience, including improved inventory interfaces.

Bug Fixes: Addressed numerous bugs for a more seamless experience.
Interaction Fix: Resolved the issue where players had to look away before they could interact again.
Car Movement Fix: Fixed the issue of cars moving when they should be stationary.
Foliage: Added grass foliage to footpaths for a more natural appearance.

Police Missions: Introduced new sound effects for police mission spawns.
Street Names: Added street names for improved navigation.
Removed Cinematic Intro: Players can now jump directly into action without an introductory sequence.
Ping Display: Your ping is now visible in the top left corner while in-game.
Server Player Count: You can now see how many players are in a server in the server browser.
Connection Lost Disclaimers: If you lose connection from a server, the reason will now be displayed when you return to the main menu.
Player ID Display: Your player ID is now shown in the top right corner of the screen for easy identification in-game.
Prison Doors: All prison doors and gates are now functional for police officers to operate.
Map Enhancement: The in-game map now automatically zooms into your location upon opening.
Car Movement When Stopped: Resolved the issue of cars moving slightly or significantly when stopped and exited.
Look Away to Interact: Fixed the problem where players had to look away and back at an object to interact, especially with vehicle interactions.
Brake Lights and Headlights: All vehicles, including AI, now feature fully functional brake lights and headlights using emissive materials and point lights.
Inventory UI Improvements: Enhanced the clarity and sharpness of the inventory UI, with tooltips displayed when hovering over items.
Foliage in Towns: Added foliage and debris around footpaths and town areas to create a more lively atmosphere.
More Admin Commands: Admins can now change the server's time of day through the in-game admin menu, with a server-wide chat message indicating the change.
Game Guides: All in-game guides now utilize the Steam overlay website viewer, simplifying future updates to the guides.
Roads Reworked: Removed the overpass leading from the southern town back into the main town; the exit now leads back onto the highway.
Sirens Echo: Sirens on emergency vehicles now echo throughout the environment, creating a more realistic effect.
Interaction Hover Sound Effect: Removed the hover sound effect for interactable objects to reduce annoyance.
Door Improvements: Doors now feature different opening and closing speeds based on their type, as well as unique sounds, and have been optimized for better performance.
Driver Visibility: Players can now see their character in the driver's seat of the car, eliminating the need for tinted reflective windows.
New Player Nameplates: Added new name tags above players' heads using screen-space widgets for improved clarity and readability.

In our previous updates, we mentioned that we would allow our community to vote on what they want to see more of in New Citizen’s future updates. We believe that our players know best when it comes to shaping the game. On July 15, 2024, at 11:30 AM Australian Melbourne Time, we conducted a vote within our community Discord, asking players to share their priorities for the next update. Attached are the results of that poll, and as you can see, this update directly reflects our community’s desires. We truly value your input and are dedicated to taking your suggestions seriously as we continue to evolve New Citizen together.

We've been hard at work on our first major update, and while we're pushing for its release as soon as possible, we want to give you a sneak peek into what's coming next. Please note, there may be unforeseen bugs which we will promptly address with post-release quick fixes and patches.
Expansion of the World:
Introducing a brand-new map that is 7 times larger than the current one. Addition of new locations such as a correctional facility, a train yard for black-market activities, and a lumberyard with future job opportunities. Construction of a comprehensive highway encircling the map, with exits leading to various areas and towns. "To illustrate the scale of the new map, the town in the bottom right, once the entire old map, now constitutes just a small area within this expansive new world."
Enhanced Infrastructure:
Installation of interactive locations like a town hall with a mayor's office and a courtroom, offering new gameplay dynamics. Establishment of essential services including gun stores, a hospital, a major bank, and a motel for players to purchase rooms. Development of a trailer park and an apartment complex with purchasable rooms, expanding housing options for citizens.
Community Interaction and Economy:
Opening of a new shopping market and incorporation of a lake to enhance the map's expansiveness, encouraging exploration and economic activity. Introduction of AI-driven traffic and dynamic weather systems to create a more immersive and realistic world. Implementation of a revamped chat system with two modes (OOC and ME channels) and a new !help command for improved communication among players.
Introduction of the first AI systems to New Citizen, starting with a comprehensive police mission system. Players can now engage with AI traffic around the map; police officers can conduct traffic stops, interact with drivers, and perform tasks such as drug tests and breathalyzer tests. Four initial police missions have been added: Active shooter, armed robbery, homicide body found, vandalism, and suspicious package found. These missions can be accessed via the police car laptop. This update marks the beginning, with plans to expand AI roles to include paramedics and firefighters, enhancing emergency service gameplay with additional missions and interactions.
Aggressive AI:
Introducing the new mission system with a set of aggressive AI NPCs. These NPCs can be spawned with specific behaviors such as patrol, roam, attack, and aggressive patrol. Currently accessible via the two police missions—armed robbery and active shooter—these NPCs feature randomly generated appearances from a selection of 10 different types. They are equipped with either a shotgun or a rifle. While we have more work to perfect these NPCs, this update marks the first introduction of aggressive AI in New Citizen.
Vehicle Overhaul and Quality of Life Improvements:
Vehicles have undergone a massive overhaul with a new replication method aimed at solving latency input issues. Introducing a HUD for vehicles, providing players with more information and enhancing the driving experience. Functional headlights and brake lights have been added; activate them by pressing "L," adding realism and safety features to vehicle operations.
Gameplay Enhancements:
Introduction of a time, day, featuring a fully functional day-night cycle. Addition of street lights that illuminate the world at night, enhancing visibility and ambiance.
User Interface and Interaction Improvements:
Update to the in-game map system with cleaner, easier-to-read markers for enhanced navigation. Police missions require officers to use the map and postal code indicator on the HUD to locate and respond to calls, adding realism and complexity to law enforcement gameplay. Overhaul of interaction mechanics with all interactable objects now using the "E" key and featuring on-screen widgets for clearer interactions. Multi-interaction objects like cars now have streamlined interaction lists.
User Experience Enhancements:
Redesign of the main menu and loading screen, with loading operations now running on a separate thread to prevent freezing and provide clarity during level transitions.
Optimization and Behind-the-Scenes Improvements:
We've significantly cleaned up the UE project, reducing its size by 45%. This optimization improves loading times and facilitates smoother collaboration among developers. Our team has also been making ongoing improvements to backend systems to enhance performance and stability across all gameplay aspects. In addition to minimizing the project's file size, we've spent a substantial amount of time identifying performance bottlenecks. We've reduced all texture sizes to a maximum of 2k resolution (previously 4k) and optimized several critical materials, such as road and clothing materials, to ease performance issues. One major performance setback we're facing involves our use of the ALS framework and MetaHumans, which utilize real-time retargeting—a less efficient method. Our next priority, assuming no prior bugs reappear after release and essential testing, is to replace the MetaHuman skeleton with the base ALS skeleton, eliminating the need for real-time retargeting. We estimate this change will significantly boost performance, improving FPS and resolving the issue where other players' movement animations appear laggy. Our team has also spent many hours setting up essential debugging commands to help identify issues in our packaged builds. The video below demonstrates how we can now test each step of a system to find breaking points in our code. While this debugging approach is quite rudimentary, we previously lacked these print commands across all our systems.
We have decided to temporarily set aside our current roadmap to focus on addressing key issues within the project and adding content to enhance the fire rescue aspect of the gameplay loop. We've created a comprehensive list of priorities for our next update, and if all goes well without any major setbacks—such as issues with the new vehicle replication method—we should complete these tasks quickly.
Paramedic Gameplay: The next update will feature the first implementation of the Bornwood Fire Rescue overhaul. Here's what you can expect: New paramedic uniform, Paramedic missions, Ambulance vehicle re-added. We aim to include five paramedic missions designed for replayability. For instance, one mission might involve responding to a call for a potential cardiac arrest. Upon arrival and assessment, it might turn out to be an anxiety attack or an actual cardiac arrest. Players will need to ensure they have stocked their inventory with the correct medicines and equipment from the hospital to handle various scenarios. While a working stretcher is planned for the future, our immediate goal is to establish the base gameplay loop with these initial paramedic missions.
Civilian Gameplay: We plan to introduce a criminal black market where players can buy and sell certain goods, along with more types of drugs that players can cultivate, manufacture, and sell. Additionally, we aim to implement more luxury vehicles and a simple garage system for storing player vehicles, though this may take longer due to previous complications. We also want to expand the general stores' inventory to create a more fulfilling item economy, moving beyond the current focus on weapons, ammo, and money.
Deciding What Comes Next: Given the large scope of our project and the small size of our team, we must carefully prioritize our efforts, particularly regarding performance and optimization issues. When it comes to developing new content, we'll focus on areas the community finds most useful and fulfilling. We'll gather feedback through polls on our Discord and listen to our players' opinions on what parts of the game feel lackluster. While optimization is important, we recognize that content is key to a thriving player base. By balancing optimization with content development, we aim to create a more engaging game, attract more players, increase sales, and ultimately hire more talented developers to accelerate our progress.

Since the alpha release, we've received an overwhelming amount of feedback and criticism, which we greatly appreciate as it provides us with valuable insights for improving the game. This update addresses some reported bugs and includes changes and updates to existing in-game systems, aimed at enhancing quality control and making simple improvements.
As this is our first update since the alpha release, we want to express our gratitude to the community for their efforts. We've received both positive and negative feedback, all of which is fully justified. Our team is diligently working to address these concerns. Currently, our main issues are:
- Vehicle input delay - Lag visible on character animation when viewing other players
We're prioritizing fixing both of these issues as quickly as possible, with the vehicle input delay taking precedence. The character animation lag is a relatively straightforward fix that our team is already working on. It's not related to network latency or overload but rather to how we retargeted the animation for our characters. Currently, we're using real-time retargeting instead of the proper method because the skeleton/rig running the locomotion is ALS, which isn't compatible with the metahuman skeleton.
We also understand that many players feel lost when first entering the world and are unsure of what they can do. Although we provided a wiki and game guide upon release, we've noticed that not many players are willing to read them as they prefer not to exit the game to access such resources. Therefore, we've made the game guide and controls list visible within the game via the escape menu.
The following is a technical list of the changes and bug fixes that are within this update. Bug Fixes:

Paramedic whitelist now added (no exam its a volunteer form at the fire station reception)
Removed the minimap, this will be readded later on and only visible when inside a car not on foot.
Price tags within the police station locker to display item prices
The police/sheriff exam has been made easier.
The ATM / cash machines have received an update / overhaul to make them more interesting this includes a new user interface, sound effects.
The police SUV has received some changes to its texture to fix wrong light colours being displayed on the lightbar textures. (example texture displays red light LED and visible light shown when activated was blue)
The police garage and paramedic garage are now only accessible by players who are whitelisted for those roles, we made it so whitelist is the only parameter not job in case undercover police want to pull out a car, but this now ensures only a whitelisted player can grab a police car and if not whitelisted access is denied.
Sound effects for certain features like weapon shots and sirens for vehicles have been adjusted to make sure its not too loud.
Hover sound effects have been added to the main menu buttons and pause menu buttons for further improvement of the experience.
The chat system has been replaced with a better chat system that is more responsive and allows for certain commands such as (!setname name) as well as if a new player joins you will see a command in chat alerting of a new player in-game.
Removed the repeating notification about government budget and election for mayor.
Fixed certain typos and spelling mistakes within notifications about players leaving the game.

As developers committed to the long game, we view New Citizen as a marathon rather than a sprint. We're eager to introduce new gameplay elements and enrich the player experience continually. To achieve this, we consciously chose to bypass Kickstarter and Indiegogo, recognizing the community's past disappointments. We believe in the project's broad appeal, understanding that New Citizen fulfills a desire within the gaming industry that has gone unmet for years.
The decision to release on Steam offers players a straightforward choice: join the New Citizen experience, and if it doesn't meet expectations, request a refund. We hope dissatisfied players return after witnessing the transformative power of our ongoing updates.
New Citizen has evolved since its original concepts and trailers, to avoid confusion of what it is that players will be getting when they buy into the alpha we have privated and removed various videos and trailers that way people dont have a misleading idea of what the current state of the game is.
In a commitment to self-funding, we've rejected donations, pre-orders, and crowdfunding. Our 20-year-old founder, Tanner, has personally covered all expenses, ensuring New Citizen remains a labor of passion rather than a project dictated by investors or big publishers.
