It turns out there was a bug still in the game where the Free DLC area would appear on the World Map early, while the player was in the Airship. I fixed this on console and other platforms, but it turns out I never pushed this particular change to Steam.
In short, I'm a dummy XD Thank you to everyone who brought this issue to my attention, and I sincerely apologise for missing this!
