Its not a massive patch, but it did take quite some time to add...
Basically for some reason (that I have yet to be able to duplicate), some people ( a few percent) are having issue with the networking in the game. So what this setting does is keep the game 100% on your machine (even offline games transmitted some data before).
It is possible that if you are effected by this problem that you may need to turn off your network card in order to get the setting set the first time. After that you should be able to play the game with no issues with your network card on.
I will try to get to another patch in a few weeks :)
