In Tier 1 room(Tier 1 room may contains Tier 1 ships)，effects of commander skills will be reduced by 100%
In Tier 2 room(Tier 2 room may contains Tier 2 ships and Tier 1 ships), effects of commander skill will be reduced by 75%
In Tier 3 room(Tier 3 room may contains Tier 3 ships and Tier 2 ships), effects of commander skill will be reduced by 50%
In Tier 4 room(Tier 4 room may contains Tier 4 ships and Tier 3 ships), effects of commander skill will be reduced by 25%
The protective system in 8.70.2:
In Tier 1 room(Tier 1 room may contains Tier 1 ships), effects of commander skill will be reduced by 100%
In Tier 2 room(Tier 2 room may contains Tier 2 ships and Tier 1 ships), effects of commander skill will be reduced by 95%
In Tier 3 room(Tier 3 room may contains Tier 3 ships and Tier 2 ships), effects of commander skill will be reduced by 90%
