BUG - auto update not updating to two levels on a component if the first is not researched

setup more game resolutions, restrict invalid ones for display being used

There are now 324 potential resolution combinations, but to simplify and avoid screen errors, I have the current display scanned for its max width and height to only offer resolutions on those boundaries.

move local options out of game options

This is in preparation for my deeper dive into figuring out cloud saves with Steam. My first attempt was a fail, but hopefully by separating screen size and sounds from game options this will work better for people playing APW on a PC and on a Steamdeck.

change market orders, remove 5 orders and add 10000 instead

During testing I'm noticing that large orders are common, this allows for 10000 units at a time to be transacted with one button push.
