1. Fixed the remaining issues related to enemy spawns in danger zones.
【Content Improvements】
1. Increased the number of starting cities to 7.
2. The tutorial now pops up automatically and can be accessed later via the "?" button in the top-left corner.
3. Added notifications for when buildings are under attack or destroyed.
