Another hotfix, fixing some more startup issues for Linux headless.

Bugfixes:
- Fix .NET 4.6 version of Brotli.Core library assuming it runs on Windows, rather than detecting the platform, resulting in issues on Linux, particularly with headless startup (reported by @sveken, @stiefeljackal, @bigredwolfy, and @bredo, issue #1134)
