(This solution applies not only to Ghost Hunter but to all Steam games showing Subsystem Initialization Failed.)
Step 1: First check whether your Steam API is version 023. Here is how:
Launch and log into the Steam client.
Click Help on the far right of the top menu bar.
Select About Steam from the dropdown menu.
Check the correct version number.
Step 2: If the Steam API version shown at the bottom is not SteamClient023, proceed with the following steps:
Navigate to C:\\Program Files (x86)\\Steam
Rename steam.cfg to steam.cfg.bat
This will trigger Steam to update to the latest version.
Alternative method:
Open Steam and click the top-left menu:
Steam → Check for Steam Client Updates.
If it shows "Steam is already up to date" but the API remains at version 022, switch to the beta branch to force a refresh of core files:
Go to Steam → Settings → Interface.
● Locate Client Beta Participation.
● Switch from "No beta participation" to Steam Beta Update (or switch back to the stable branch).
● If corrupted Steam files block the update:
Fully exit Steam.
Go to your Steam installation folder (C:\\Program Files (x86)\\Steam).
Delete the package folder (this stores update cache for the Steam client).
Launch steam.exe.
A small window will pop up showing "Updating Steam / Extracting package...". Steam will redownload the latest client core components (including libraries for SteamClient023).
