Navigate to the directory C:\Users\Administrator\AppData\LocalLow\DigitalDream\DesktopGirlfriendNeo and delete the .es3 file. Then, launch the game again. When exiting Desktop Girlfriend NEO, please use the exit button in the settings. Once you save again, you can re-enable Steam Cloud and overwrite the cloud save with the local save.
