Inventory Update

This is a much needed update that adds the ability to move items in the inventory by double clicking on them. This also added a lot of improvements to the inventory logic and a few of the menus. In order for this update to work a bunch of the citizen code was modified and while I was at it the citizens can now wear shoes.
