Breakpoint Crash Fix / Level Editor Edge Panning

1. Removed code causing possible breakpoint exceptions that would then possibly crash the game for the player.
2. Added code for edge panning in level editor (this fixes a bug for some users that stops them from panning the camera using mouse input)
