EULA and Mod Policy
We've also published OPERATOR's End User Licence Agreement (EULA) and our Mod Policy. Both apply from today, 6 November 2026.
What this means for players
The next time you launch OPERATOR, Steam will ask you to accept the EULA. Nothing changes about how you play. You can still stream, record and share videos and screenshots, including on monetised YouTube and Twitch channels.

What this means for modders
Modding is welcome. The Mod Policy sets out the rules:
- Mods must be free for everyone, at the same time
- Voluntary tips and donations are fine, but no paywalls, paid tiers, early access or exclusive builds
- Label your mod as unofficial, and don't use the OPERATOR or Vector Interactive logos or official art
- No cheats, exploits or anything that gives an unfair advantage in multiplayer
If you currently charge for an OPERATOR mod or offer paid early access, you need to make it free now.

V10 IS COMING
