Fixed some missing images for new luxuries.
Made luxuries a bit more easy to obtain: doubles on the planet are now accepted if the slot would otherwise stay empty. Doubles in the city can't happen.
Competitive objectives like that of the Goddess now pick the lowest neighbor.
Added fallback logic for metagame character unlock corruption.
