Window revisions

Changes to the way resizing works, to improve the transitioning between running in a window and running full screen.
- set the size of the window by dragging the control in the bottom right of the screen, replaces the width/height selectors.
- allow for any size window (above a minimum size).
- allow the removal of the background so that the board and panels appear to float over the desktop, which make the panels work a bit like independent windows.
- layout information will be loaded before starting on a board.
- while playing on a board, resizing will check that any panels remain within the scope of the window.
- saving layout information when you click on save settings rather than every time you change the display size (unless running full screen and you start in a new screen size).
