Update 0.1.8 - Minor Balancing

A minor balancing patch for the 2022 Early Access World Championship.

Fixes:

• Units initial HP is correctly displayed on match start

Changes:

• The Colonel's max-stamina is lower
• Artillery strike is cheaper
• Respawn times are longer and more expensive
