The Layouts Toolbar will now close when exiting layout mode again, but it will re-open upon entering layout mode, if it was already open.

Fixed an issue where requested notification opacity was ignored
Fixed an issue where notification title font size would not scale down to fit the width of the title bar to a lower limit
Fixed an issue where notifications did not work with Rich Text Formatting anymore.
