Just a little patch to fix some minor bugs.
Fixed:
- Trick-or-Treat dialog in Hope Harbor should be all cleaned up
- Some circular quest dialog fixed
- Bernhardt had an odd edge case bug
- Mining potions are now brewable as you'd expect
