Changes:
- Performance improvements
- Update Leaderboard panel to fit scores, center buttons, show total number of entries
- District placement is limited around the screen to prevent out of screen connection points
- Score panel is moved below Settings panel
- Borderless and Fullscreen uses and remembers current monitor
- Simulation speed x3 toggle is added
- Clear all roads button added
- Removed confusing "/ 70" from score panel
