Sailors,
High Command has read your reports. For once, it agrees with them.
THE COMPLAINT
The Obscura is a rather big piece of hardware. The Teletyper, newly issued, is big as well. A man works at a desk no wider than his own shoulders, and the Navy keeps setting machinery down on it.
Operators report that a document put down in the wrong place disappears behind the equipment. The document is not lost (under the Naval Regulations, Chapter 8, Section 2C "Naval officers cannot lose documents unless the vessel is sunk") but the operator cannot see it, cannot reach it, and has no idea what is going on back there.
That is not a working station. That is a hiding place and we know that there can be no secrets in Oppressian Navy unless stated otherwise by aforementioned Naval Regulations.
THE FINDING
A second matter, raised by the engineers rather than by the crews.
Until now, a device opening across the desk simply passed over the papers lying on it. To be frank, it looked more like a glitch than a realistic behavior. A box of that weight and size does not glide over paper. It pushes it, it twists it, it crumples it.
The Navy does not permit it - it stands on the pillars of excellence and efficiency.
THE DIRECTIVE: SAFE ZONES
Effective immediately, the following applies at every operator's station.
Designated safe zones. Areas of the desk are now marked as clear ground. A document set down inside one stays exactly where you left it.
Warning before movement. Should you open a large device while an item obstructs it, you will be notified to move the offending item out of the way. Comply.
Automatic clearance. Should a paper come to rest on top of a device, it will slide clear to the nearest safe zone on its own.
Practical, efficient and straightforward.
The desk is yours again. The machinery remains ours.
CLOSING
This is the first of these bulletins. There will be more. This boat has a great many systems, and very few of them behave.
Keep your papers where they belong.
