FUNCTIONALITIES
- enabled the halloween props in the editor, they are located in Prop Edit mode > Furniture
- all of these props cost candy to build
- enabled the halloween cartridge
- has a 1 in 5 chance of dropping from any mission
- when inserted into data decoder on starter stations, will provide player with candy and/or a pumpkin as a reward
- has a chance to provide one of 6 cosmetic helmet overrides (Steam Items)
- added recipe to refine pumpkins into candy and vice versa
- 25 candy for 1 pumpkin

- servers will need to be updated and restarted, no rebuilds required
