Decoration tools allow you to place things like trees and street lights. It's only an appearance but will impact on how your city looks.
You can add as much decoration as you want in "C:\Program Files (x86)\Steam\steamapps\common\Pixel Transit\decorations". Just create a directory and fill a bunch of .obj and .png files in there and you're good to go.
