Hotfix Update #07

Balancing

1. Made all Necrophages improvements as “once per empire” (Thanks, Arbledoks, for the report!)

2. Balanced Fortresses to make them harder

We just made tier 2 & tier 3 dungeons units more leveled and more specialized

Other fix

1. Fixed a technical issue with equipment
