Foresight is no any ordinary or plain RTS. We focus on the battle itself and less on the logistics and chores; they're reasonably automated for you so that you'll be empowered to strategize instead.
Fleets - commandeered by officers hand picked by you, extends your command and your reach. No they're not unit groups, fleets have its own autonomy and intelligence to make requests for ships, directions and so on from you.
Time to formulate your battle plan, commander!
