[ICE] tag set effect optimized for performance, base proc chance increased by 10%
Thunder Strike passive proc chance changed to 1%, 3%(previouly 2%), and 6%(previously 3%) at corresponding ranks
[ACCELERATE] Tag now only effects weapon cooldown, this is to fix an issue where passive effects would spawn infinitely that causes game crash/freeze
Winning light ray now follows player when played
