Update Notes for 3.1.8

- Added voice volume slider for briefing, tasks and announcements separate from effects volume
- Fixed crash in Emperor Testament campaign after building Mechanical Messiah
- Added another multiplayer server in case main one is not accessible
- Fixed crash when frame leaves world while a building placer is still active
- Fixed bug with multiplayer games that caused players unable to give orders when there was a empty slot between players
- Fixed some typos in texts
