- Improved police AI with multiple behavior refinements.
- Improved ambulance AI with several behavior enhancements.
- Fixed an issue where a police vehicle could target itself, preventing other units from continuing the pursuit.
- Police pursuits now end when no active police vehicles remain (for example, if all units are destroyed).
- Added obstacle masks to police vehicles that were missing them, improving navigation and obstacle avoidance.
- Disabled unnecessary visual effects generated by police vehicles while patrolling.
- Prevented the default arrest sequence during Mission 1.
- Fixed a possible issue where the player could be arrested during Mission 1.
- Fixed issues related to being arrested during races.
- Added a condition that makes the capture meter fill more slowly based on the player's vehicle speed.
- Fixed cases where pedestrians repeatedly jumped in place at multiple locations across the map.
- Improved traffic vehicle light behavior. They now turn on independently instead of all at the same time.
- Added a potential system to help free stuck pedestrians (currently being tested).
- Improved Traffic AI, which now attempts to avoid obstacles after a short period. (This is a simple implementation and is currently being tested.)
