Josée Anjou is a Revenant who rules the Sunken City. She built shelters to protect the last survivors in the world, but she is also haunted by a failure from her past—an inability to stop a massive Resurgence outbreak that caused unimaginable destruction. With the weight of that guilt, she fights tirelessly on the front lines, a constant guardian for the living.
