Fixed issue where the options menu dropdowns would not work with gamepads
Added RB shortcut for ending turn on gamepad
Fixed tooltips not showing up in the modifier menu in new game creation
Fixed menu bar sometimes not showing up after using the delay action
Fixed gamepad sometimes selecting End Turn after rolling dice in world inspection mode
