Here is a temporary solution to the intermittent server instability issue.
[Solution]
1. Log into Steam
2. Click the [Settings] menu located on the top left of the screen
3. In the [Account] tab, click [CHANGE...] under Beta participation
4. Select Steam Beta Update then click OK
5. After Steam restarts, the game will run normally
