Citizen events no longer occur strictly on the first day of the month. Their activation day is now randomly selected within the month.

Fixed a bug in the People's Discontent event where a stall was triggered.
Fixed bug: If a citizen became a politician and died, he no longer remains in the pool of politicians.
Fixed bug: if a citizen became a politician, they can no longer be arbitrarily arrested or sent underground.
