Version 1.19 Update

-Added scrollbar to building panel when the resolution is too low
-Progress towards next Faerie is now saved
-Halved the frequency of negative events, and added cooldowns so they happen much less often
-Savefile name is now limited to letters and numbers
-12 New icons
