Hotfix 259:
-fixes further issue with not loading ticket needs in outgoing commuters in build 258. Should removes erroneous "NO TICKET" glitch.
-Ticket machine level 2 now need 4 bonds to unlock to unlock in new campaigns (was erroneously at zero)
