Hotfix 222

Build 222 brings a few tweaks to staff behaviours and - by popular demand - a tool de-equip button. Here's the details:

Build 222:
-Added "De-quip all tools" button. This is to be found in each individual staff file (right click on them) and select the 'Job priorities' tab. Sometimes if your staff go on a break and you haven't got enough tools, you may want another staff to have access to what they are carrying. Hit this button and all the tools will go back to the tool racks for other staff to use.
-Please note, if you are seeing "NEED MORE TOOLS" on your staff, it means you have given them a job priority, but they cannot pick up a tool because there aren't enough. Usually, you should aim to build another too, or think more carefully about who you have given jobs too.
-Staff behaviour: If you are using scheduled breaks, staff will go to and leave staff room strictly at those hours. They won't remain to recover their needs longer than the time allocated, even if they if, for example, they are still thirsty.
-However if you ever deploy staff to a staff room, they will address those needs - according to the thresholds set. They will leave when those needs are addressed.
-If you deploy staff room to a staff room via using a machine directly in that room, the above rules apply
-Addressed possible AI loop hole where bins are not emptied if a wheelie bin became full after first attempt to empty it. Please let me know if you see any issues here.
