Vsync is now on by default, and holding 'V' while starting the game will overwrite the settings file to force Vscyn on. This is to combat a bug in the recent Windows 10 Creators Update that causes loss of video in full-screen applications with vsync disabled.
Added Fullscreen setting to Graphics Options. Your selection will be saved for future sessions
