Achievements and Effects

A small but nice fix for the Windows version of moto RKD dash:

- Graphic filters update to: (Original, Glowing, Arcade, MegaCD (back by popular demand)
- Scoring system explained Ingame!
- Smooth Operator and Fresh Start fixed. (hopefully)
