Changes, additions.
Use of "Arcane Repairs" by non PvP players:
- On the PvP territories (Isle of Reconciliation, territories around Bastions and the "War" event territory during armed hostilities) "Arcane Repairs" can be activated by any player regardless of their status, including "non PvP". On the rest of the territories "non PvP" players can use "Arcane Repairs" only on other "non PvP" players.
Refueling:
- The bug that had to do with refueling fuel switching in the strekolet.
