Fixed a bug where Stage 4 and Stage 5 were unlocked simultaneously.
Changed the Stage 5 Perk placement.
Changed the system so that all Perks can appear without collecting Achievement Items.
Changed the system so that collecting Achievement Items increases the appearance rate of Rare Perks.
