Patch For Epilepsy Patients DLC still live on Steam. So, you should deactivate it.
Please verify your game cache.

ATTENTION: this will delete your persistent game data.

If you can't change the text speed for in-game(Configuration) after this update, you should delete your persistent file. First, disable the Steam Cloud synchronization if you using it.
Delete your persistent file. It can be find your install folder>game>saves.
Check your local persistent file and delete it.
- Windows: %APPDATA%/RenPy/discouraged-workers-saves
- Mac OS X: ~/Library/RenPy/discouraged-workers-saves
- Linux/Other: ~/.renpy/discouraged-workers-saves
Run Discouraged Workers and check the text speed, play the progress and save it, quit the game.
Enable the Steam Cloud synchronization.
