This patch brings fixes for those on non-English systems. Here are the following changes:
- Added capability to generate local log files using the "--logging" command line argument. Log files will save to "/Neon Cipher_Data/log".
- Fix for level file loading on non-English systems.
- Fix for subtitle speeds on non-English systems.
