EDIT: Found the problem. So it seems i coded the stat gain from engineering separate from the other abilities. The new patch got rid of the scripts holding that variable. So any new players that don't have the old saved stat key will automatically have a 0% bonus to building time. So no building for anyone. BAD BUG. Fixing right away.
Seems construction is not working sometimes on at least Candor (still testing on other maps) working on the issue now will update you soon!
