Be it enacted by the Governance and His Lordship the God King Lutherian of Avalon Lords, That war be and is hereby declared to exist between Total War and War Hammer and the dependencies thereof, and Avalon Lords and her territories; and that the God King Lutherian is hereby authorized to use the whole land and force of Avalon to carry the same into effect, and to issue to private armed forces of Avalon commissions or letters of marque and general reprisal, in such form as he shall think proper, and under the seal of Avalon, against the vessels, goods, and effects of the government of the said Total War, Warhammer, and the subjects thereof.
