Some good news: Vigilantes has just released on Indie DB as a free alpha, and can be downloaded for Windows here

In case you aren't familiar with the game, Vigilantes is a crime themed, turn based RPG, whose primary emphasis is on tense tactical battles, the use of surveillance to locate criminal activity, deep character development, resource management, and story telling.
