[Mahjong Rule Adjustments]
1. [Taiwan Mahjong] Added a rule: If a player declines a win, they cannot claim any discard or self-draw for a win in the same turn. They can only win after discarding a different tile.
2. [Hong Kong Mahjong] Removed the extra fan bonus for self-draw wins with Flowers.
3. [Hong Kong Mahjong] Added "12 Pieces Penalty". The discarder must cover all losses if the winner achieves a Self-Picked Hand after being allowed to meld a fourth set of suit.
4. [Hong Kong Mahjong] Exposed Kong now forces self-draw responsibility.
5. [Taiwan & Hong Kong Mahjong] The dealer must step down after 13 consecutive wins.
[Bug Fixes & Adjustments]
1. [Taiwan Mahjong] Fixed an issue where dealer status would reset during Double Win and fail to grant the dealer bonus.
2. [Hong Kong Mahjong] Fixed a bug where self-draw wins after "Kong on Kong" would cause errors.
3. [Taiwan & Hong Kong Mahjong] Fixed occasional issues where Chow, Pong, Kong, or Win actions could not be used properly.
