24-team World Cup
The qualifiers are similar to the 1994 World Cup's.
- CONCACAF qualifiers are split into the Caribbean Zone and the Central American Zone. The top four teams from each zone advance to the final qualifying rounds, where they compete to determine two finalists and one spot in the intercontinental playoff.
- The Inter-continental playoffs are contested between OFC, CONCACAF, and CONMEBOL teams for the final World Cup spot.
- If the event is hosted by a European team, CONMEBOL will get one additional slot, while UEFA loses one.
- Up to three European teams can be drawn into the same group in the finals.
16-Team World Cup
The qualifiers are similar to the 1978 World Cup's.
- In the CAF qualifiers, the first two rounds are knockout stages. The final three winners advance to a third round group stage to determine one finalist.
- The CONCACAF qualifiers are divided into Caribbean and Central American zones. The top five teams move on to the second round to compete for the one finalist slot.
- The Inter-continental playoff is a single match between CONMEBOL and UEFA teams.
