This patch fixes two bugs related to VR input blocking.
Fixes:
*Fixed VR input blocking not being deactivated when handheld is toggled off from the desktop settings UI
*Fixed VR input blocking being activated when the handheld is toggled on via the SteamVR input action while VR input blocking is turned off
